APS 5 - Contract Administration Officer

The Role

The APS 5 Contract Officer reports directly to the EL1 Commercial Manager undertaking contract management, administrative and other support tasks associated with contracts managed by RMC- W. Specifically this may include working under limited direction on duties such as :

• Assist with and advise on procurement planning, tendering and contract management, ensuring compliance with legislation, procurement policies, processes and procedure;
• Developing and issuing tenders, requests for quotation, contract change proposals and purchase orders;
• Engaging in contract negotiations and implementing contract changes;
• Liaise with supervisors, staff and stakeholders and respond to complex enquiries;
• Build and sustain productive relationships with team members and actively participate in a team environment;
• Assess and assist with the implementation of mitigation strategies for the risks associated with procurement and contracting activities, contract performance and compliance with legislative and policy frameworks;
• Analyse and seeks advice and assistance on complex procurement and compliance with legislative and policy frameworks;
• Processing payment of invoices;
• Conducting contract governance and reporting activities.

The APS 5 Contract Officer position has specific responsibilities that may include any of the platforms, systems and equipment maintained by the Regional Maintenance Provider.

RMC – W resides within the Naval Shipbuilding and Sustainment Group (NSSG) / Maritime Sustainment Division (MSD) / Maintenance Branch, with our headquarters located in Henderson, WA. The RMC-W is an integrated workforce comprising of military and APS staff at a range of levels.

The role of RMC-W is to provide maritime sustainment to the Royal Australian Navy surface ships via a contractual arrangement with Babcock (Regional Maintenance Provider –West). There are four other regional maintenance centres located in Sydney, Cairns and Darwin. Collectively (with Defence Industry) we provide Defence capability to both the Surface Combatant Fleet and Minor Warfare vessels.

As an APS 5 Contract Officer you will be required to demonstrate a range of skills, however the specific competencies below are considered critical to success within this role.
