As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events.
Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders.
QFES is one department with many services, many capabilities and many partners.
Purpose of the role
SES Strategy and Planning Branch delivers on SES organisational priorities and objectives, providing strategic management of SES future and developing capabilities and functions. This is achieved through the provision of strategic planning support to SES Regions and volunteers, delivering on the QFES Commissioner's responsibilities as described in the Fire and Emergency Services Act 1990, Division 2, section 131 (a), (b), (c) (ii).
Reporting to the Executive Manager, you will be responsible for supporting a multi-disciplinary team to develop and implement the SES Planning Framework and operational planning policy and procedures for the service. You will also be required to provide high level advice on issues of strategic planning relating to severe weather and disaster management activities. You may be required to represent the service at state and interstate forums and committees to support program initiatives.

- Knowledge and experience of the national Australasian Inter-Service Incident Management System (AIIMS) framework.
Knowledge and experience in developing and implementing high level operational planning products, services, policies and procedures, relating to disasters and emergencies.
Special requirements
This role supports SES operational activity through representation in either an SES Operations Centre, State Disaster Coordination Centre, SES Regional Operations Centres and / or Incident Control Centres and / or Emergency Operations Centres as required.The incumbent will be appointed as a staff member of the SES and the hours of duty applicable to this role are pursuant to the Queensland Public Service Officers and Other Employees Award - State 2015 : specifically, the spread of ordinary hours for SES staff are 0600 to 2200, Monday to Sunday.It is expected that the incumbent may participate in an out-of-hours on-call roster during emergency operations. This may require work outside of normal hours (e.g. night shift), including weekends, working extended hours and may include deployment to other parts of the state.Your key accountabilities
Your part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to :
Manage and / or provide direction to deliver and monitor progress of projects and programs that contribute to meeting operational planning needs of SES and development of resources.Provide high quality advice, analysis, and coordination of planning products and processes to ensure quality outcomes.Establish and maintain effective relationships with key internal and external stakeholders to support and facilitate the development, review and implementation of operational planning policy, procedures, doctrine, and processes.Provide strategic advice and support to stakeholders in relation to the SES Planning Framework to ensure it is developed and maintained.Represent SES and manage liaison, and coordination with government and non-government stakeholders in development of operational planning programs, projects and policies, and provide recommendation to solve issues.Prepare and review complex reports, briefs, submissions, and other correspondence on issues and initiatives relating to organisational doctrine framework, policy and procedures, in accordance with service requirements.Develop, implement, and evaluate strategic projects that contribute to quality business outcomes for the service, and promote best practice project management and governance methodologies.Promote and support a teamwork approach, the achievement of outcomes, and ensure the effective delivery of services through the efficient management of human, financial and capital resources.Capabilities
