The primary purpose of the role is to assist the Senior Manager Contracts & Procurement and procurement cross-functional teams during each stage of a procurement activity, ensuring effective administration of all procurement processes and compliance with all procurement policies, processes and procedures and governance frameworks
- Key Responsibilities :
- Model good leadership to inspire direction and delivery, develop people, and drive change
- Live the NSW Public Sector and organisational values to achieve outstanding outcomes for the organisation and customers
- Manage the end-to-end procurement process for programs / projects with input from the procurement cross-function team and in compliance with relevant policies, standards, procedures and frameworks
- Coordinate the creation of program / project delivery strategy with input from the procurement crossfunctional team
- Coordinate the formulation of commercial risk profiles and contribute to the development and on-going maintenance of a comprehensive probity management plan in conjunction with the procurement crossfunctional team
- Develop tender evaluation methodology with input from the procurement cross-functional team and manage the tender process, including the communication with tenderers, participating in contract negotiations as required to resolve commercial conditions, ensuring value for money outcomes and facilitating the timely award of contracts
- Prepare contracts with input from the procurement cross-functional teams and manage the award and execution of contracts, facilitating contract handover activities to the program / project team and the commercial team
- Selection Criteria :
- Research, analyse, implement and review organizational procurement policy, procedures, systems and standards to effectively support business procurement needs and meet all legislative and regulatory compliance requirements as per health and government procurement policy framework.
- Engage and support key stakeholders on policies, procedures, systems and standards to enable them to deliver effective, outcomes-focused contracts and procurement activities across the organization.
- Partner with key business stakeholders to develop innovative procurement and contracts management strategies to meet specific business needs, manage risk and ensure agreed benefit is realized.
- Compile and source market information, and assist in analysing markets and spent data on suppliers and develop performance management mechanisms to monitor, co-ordinate and improve procurement activity and performance.
- Proactively identify, manage and provide advice on political, commercial, contractual, operational, financial, reputational, ethical and supply chain risks to meet organisational obligations and maximise value for money of the sourced goods and services.
- Provide advice, information and guidance on procurement related matters to staff across the agency to provide governance and support good practice in procurement.
- Guide, support, coach and mentor to develop professional procurement and contracts management capabilities and a business-partnering approach to stakeholders to ensure compliance with contract and service agreements.
