About The Role
As the Head of Talent Operations, you are integral to the success of V / Line’s People, Safety, Sustainability and Risk Group.
As one of two Heads of Talent, this role will have a primary focus on V / Line’s operational, volume recruitment and internal mobility. Working in close partnership with the Director of Talent, you will play a pivotal role in shaping and delivering the Talent Acquisition strategy—driving continuous improvement across systems, processes, and technology advancements to ensure the function is scalable, efficient, and aligned with broader business goals.
You’ll lead a high-performing team to deliver end-to-end recruitment services, while championing internal mobility and best practice across talent acquisition. A key focus will be on enhancing the frameworks, tools, and technologies that underpin our recruitment operations—ensuring they are fit-for-purpose and future-ready.
Success in this role will come from your ability to build strong relationships with operational and frontline stakeholders across the business. You’ll be energized by the opportunity to connect with teams in regional locations, gaining firsthand insight into their needs and co-design solutions that are both practical for day-to-day operations and aligned with best practice. While regional travel is not a core requirement, a willingness to connect with teams in person will be highly regarded.
Key Accountabilities include :
Strategic Development : Collaborate on and develop V / Line’s Talent Acquisition Strategy. Team Leadership : Lead and develop a high-performing Talent Acquisition team, providing coaching, support, and acting as an escalation point for complex or exceptional cases. Process Improvement : Drive continuous improvement across Talent Acquisition systems, processes, and integrations to manage high volumes of recruitment activity. Project Leadership : Lead Talent-related projects across the business, including Talent technology uplift Framework Development : Lead the development and implementation of frameworks, tools, and technologies that support high-volume recruitment in a complex, unionised environment, ensuring compliance with Victorian Public Sector standards. Stakeholder Management : Build strong relationships with operational and blue collar stakeholders, translating their needs into practical, system-led solutions.
About You
You’re a strategic and hands-on talent leader with a passion for building high-performing teams and delivering recruitment solutions that are both practical and progressive. You bring a strong service mindset and thrive in environments where continuous improvement, stakeholder engagement, and operational excellence are key.
Our ideal candidate will bring :
Experience leading Talent Acquisition teams through transformation and capability uplift. Strong stakeholder engagement skills, with the ability to influence at all levels. A continuous improvement mindset with a track record of improving recruitment processes, systems, and candidate experiences. Knowledge of best practice recruitment and internal mobility strategies. Digital fluency and experience implementing and improving recruitment technology. A collaborative, results-driven approach with a focus on team success. Experience working in large, complex organisation, managing high-volume recruitment bound by Enterprise Agreements Demonstrated alignment to V / Line’s values of responsiveness, integrity, impartiality, accountability, respect, leadership and human rights.
