About us

As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events.

Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders.

QFES is one department with many services, many capabilities and many partners.

Purpose of the role

Property Services leads the QFES property management functions, and is responsible for the governance over property transactions, property acquisition, lease management and accommodation planning, asset disposals and development approvals. The team works closely with key internal departmental stakeholders, and officers of other government agencies, including the Department of Energy and Public Works and the private sector to strategically manage the diverse property management, building, construction, maintenance and leasing activities across all departmental property assets. Critical to the team's outcomes is the provision of strategic advice to ensure accommodation requirements are in line with whole-of-government legislation and reflect value for public money in respect of workplace design and construction.

Reporting to the Director, Building and Property Management, you will be responsible for leading and managing a multi-discipliniary specialist team within the appropriate financial, contractual and human resources delegations. You will drive strategic planning and work programming, and development and review of policy, systems and processes for the management of complex property transactions, lease management, strategic investigations, and land management and tenure related matters to achieve successful implementation of annual and on-going property services projects and programs of work. You will provide strategic advice and manage investigations and other activities relating to the divestment, re-investment and redevelopment of QFES facilities statewide in order to ensure best public value investment is realised together with fit-for-purpose outcomes that meet QFES capability needs and accommodation and property assets requirements.

Key requirements

Mandatory requirements

  • Minimum C Class driver's licence (non-restricted).

Highly desirable requirements

  • Minimum five years' experience in property transaction management and negotiations, and / or relevant qualifications in Town Planning, Property Economics, Valuation, Engineering or Quantity Surveying.
  • Sound understanding of benefits realisation particularly in relation to government investment, and project management concepts.
  • Minimum three years' experience in strategic planning and collaboration activities in asset or property management in a large, complex organisation.
  • Special requirements

  • The incumbent may be required to travel and work within their area of responsibility and may also be required to undertake intrastate, interstate deployment or travel as required, with the possibility of overnight stays.
  • Your key accountabilities

    Your part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to :

  • Lead and manage the delivery of property services, lease management and strategic investigations to ensure delivery departmental capability is adequately supported and are in line with whole-of-government legislation and policy, relect value for public money and meet departmental asset management requirements.
  • Provide expert technical and strategic advice, negotiation, direction and policy recommendations to key stakeholders relating to property matters and investment and / or impact to ensure effective asset management planning and decision making processes are achieved.
  • Work collaboratively with key internal asset services teams, operational areas and key stakeholders to produce robust investigations to inform the preparation of capital investment proposals and business cases for capital investment.
  • Manage capital and cost centre budgets, and reconcile project expenditure through monthly reporting to ensure effective control of progress, and realisation of savings and operational benefits.
  • Build and maintain effective working relationships with key internal and external stakeholders and actively engage in risk management activities which promotes strong capital governance and investment outcomes.
  • Manage, prepare and review complex reports, submissions and briefings and ensure accurate and appropriate response to a range of correspondence in accordance with departmental requirements.
