Main Purpose

  • The purpose of this position is threefold
  • production of all training documentation / modules and ensuring successful delivery of all training activities to be conducted during the D&C Phase. This will have to be done in accordance with business needs programme timeline and quality standards. Limited support will be available from technical SMEs from other departments. This position will become one of the key instructors during preparation for test and commissionning and Trial Operations therefore receiving initial training from D&C and delivering it to O&M staff.
  • Creation of the training management system as well as accountablility for the development and implementation of RDWSA's Competency Management System (CAMS) Framework and Procedures.
  • Contribution to the development of the subsidiary's regulation documentation (e.g. rule book) in partnership with peer Accreditation Manager sitting with HSQE directorate.
  • Leading the development of a team of Key Instructors (KI's) to deliver technical training.

Job holder shall act as Delivery Solution Owner (i.e., Project Manager) for setting up Learning & Developement (L&D) capabilities within the organisation, providing necessary updates on L&D readiness in terms of delivery of training, CAMS preparation activities and provide periodic reporting on work progress against the plan of works.

Main Responsabilities

  • Producing the training strategy : Identifying the training needs, gap analysis, setting training objectives, selecting training methodologies for learning solutions for setting and subsequently improving the performance standards
  • Producing the training modules and associated Operational / Maintenance documentation (SOPs, instructions, etc.) :
  • preparing documentation as part of the quality management system to support Operationnal readiness
  • Preparing, refining and implementing training plans and programs to support the current and future business needs.
  • Implementation of the specific programs for Assessment and Verification of Competency (VoC).
  • Developing and mentoring a team of Key Instructors KI's / Trainers to support the delivery of technical training of O&M Readiness, including competency assessments.
  • Act as 'Project Manager' of Training Delivery, CAMS Implementation and document production for O&M readiness
  • Identifying opportunities for continuous improvement and learning needs for employees in various functions.
  • Assessing the quality of the training programs by conducting periodic reviews and assessments against the criteria in the Competency Assessment Management System (CAMS).
  • During the D&C Phase, as focal point of contact, communicates and promotes all relevant training information to employees.
  • Design and Implement the CAMS taking necessary guidance and inputs from HSEQ Director in order to align the CAMS with the Safety Management System.
  • Preparing in consultation with stakeholders, maintaining and implementing a Training Plan covering initial, refresher and continuous training
  • Preparing and updating content and context of all training materials and tools periodically to ensure that it remains current and relevant according to the business requirements;
  • Maintaining and upgrading staff competencies as per requirement; ensure that CAMS is functional and assessable to all employees
  • Defining, Maintaining and implementing training and development policy, processes, procedures and programmes;
  • Selecting criteria for methods of Evaluating Effectiveness of Training programs at different levels;
  • Maintaining and updating records of Training, Assessment and Competency in CAMS
  • Contributing to the production of other Management Plans when required
  • Work / Job Experience Requirements

  • Overall 10 years (minimum) experience out of which at least 5 years of experience in Learning & Development including training design and facilitation preferrably in Metro System.
  • Solid hands-on experience in designing and delivering Competency Management Systems (CAMS) and associated training materials
  • Considerable knowledge in adult education practices and programs.
  • Strong passion in training and personal development in the transportation industry
  • Educational Requirements

  • Ideally a degree holder, preferably in Engineering discipline
  • Bachelor's Degree in any relevant field of study is preferrable.
  • Certificate IV in Training and Assessment
  • Preferred Skills

  • Advance knowledge of adult education practices that align with local and international standards of learning and development.
  • Experience with Competency
