About the role

As the Unit Manager People and Culture , reporting directly to the Director Corporate Services, you will lead a significant business unit of dedicated, hardworking individuals. The business unit delivers a wide range of human resources and industrial relations services to the business including grievance and workplace investigations, payroll, workforce development, talent acquisition and planning, learning and development and work health and safety.

More generally the role is responsible for building and driving Council’s People and Culture strategy and operations. The role partners with the business to design, develop and implement strategies and initiatives that will improve business practices, attract, engage and develop employees, and build on a high-performance culture.

Key accountabilities

  • Manage, develop and provide strategic leadership and direction to ensure delivery of quality workforce services to support contemporary employee relations within Council. These services to include development of workforce strategies, plans, operational management standards and procedures.
  • Provide leadership and support to innovative and holistic programming, supporting the effective delivery of all strategic and operational capability activities across a number of disciplines including Talent Acquisition, Workforce Development, Learning and Development, Work Health and Safety, Wellness, HR Information, Remuneration and Payroll.
  • Influence and drive a range of initiatives to develop workforce capacity to adapt to changing conditions and support the organisation to transform leadership and culture through effective change management practices.
  • Partner with all business units to deliver people management and industrial relations expertise through the provision of policy and strategy and by supporting implementation of organisational direction, ensuring compliance with legislation and regulations, and provision of systems and advice to mitigate risk.
  • Provide leadership and support to ensure delivery of a weekly payroll service, management and administration of all human resources systems and data.
  • Support engagement with internal and external stakeholders to ensure robust and effective Work Health and Safety management frameworks, systems and compliance and participate in, and respond to a review of risk management functions across the organisation.
  • Provide input into the development of Council's suite of Integrated Planning and Reporting documents, with specific responsibility for the drafting of Council’s Workforce Management Plan.
  • Develop and manage the annual business unit budget. Monitor and report on financial performance to ensure compliance with financial targets.

About you

You have significant experience working within the human resources industry and have worked within a large, complex organisational environment. As a highly regarded people leader, you will have a track history of leading teams through periods of change and growth, with results in building high-performance team cultures. Your experience in developing and implementing long term strategic and operational plans will have delivered on business objectives and stakeholder expectations.

You are a natural problem solver and are an effective communicator who can resolve conflicts in a positive and respectful way. You have advanced verbal and written communication skills, along with the ability to develop effective partnerships across both the organisation and external stakeholder groups.

It is expected that as a minimum you will hold tertiary qualifications in Business, Human Resources and / or a related field or extensive experience in a similar role.
