SENIOR PROCUREMENT OFFICER

State Government Contract role

Duration: 3 months with possibility of extension

ASAP start

Location: Joondalup

Rate: $61.72 per hour plus superannuation

This role is focused on undertaking goods and services and ICT procurements within the WA Procurement Rules and WA state government best practice. We are looking for someone experienced in state government that is comfortable with purchasing on behalf of agencies, from Common Use Arrangements and can facilitate both RFQs and RFTs.

The role is based in Joondalup with flexible work practices available, however, this may require an initial grace period to ensure onboarding, integration with team.

Role Overview

The Procurement Officer is responsible for implementing the delivery of procurement and contract management services to support the department's business operations and activities. This involves undertaking procurement and contract processes, facilitating tender evaluations, providing advice on procurement and contract matters, and stakeholder engagement

Responsible for

  • Implementing and maintaining the quality of standards, policies, procedures and guidelines pertaining to procurement to ensure alignment with Government policy and legislative requirements.
  • Providing advice to internal stakeholders on procurement planning, contract development, contract renewal and extension strategies, including identification and mitigation of risks in associated processes.
  • Undertaking procurement processes in consultation with stakeholders, including the development of technical and contract documents, to ensure sound contract outcomes are achieved in compliance with government and internal policies.
  • Assisting with the development and management of moderate to high complexity contracts.
  • Maintaining the department's Contract registers and ensuring the currency of all existing contracts.
  • Supporting the team leader in the delivery of all procurement services.
  • Facilitating tender evaluations and preparing tender evaluation reports and contract documentation.
  • Conducting research and recommending improvements to procedures related to procurement and contracting.
  • Undertaking evaluations and quality audits, ensuring the principles of probity, confidentiality, fairness and value for money and accountability are applied in the tendering and awarding of contracts.
  • Assisting in the provision of suitable training and guidance to departmental officers on procurement, contract management and purchasing.
  • Assisting with stakeholder consultation on legal, risk and technical matters, as appropriate to address and resolve procurement and contract management issues.
  • Operating and maintaining the Contract Management Module (CMM) system, administration of purchasing and contract data information for analysis, planning, support and audit purposes.
  • Undertaking contract analysis and expenditure reports.
  • Developing and maintaining sound working relationships with suppliers based on trust, commitment and communication while maintaining awareness of integrity imperatives and obligations when dealing with suppliers.
  • Developing collaborative working relationships with internal stakeholders and operating as an effective team member.
  • Applying the guidelines and principles of the Western Australian Public Sector Code of Ethics and the Department's Code of Conduct within a framework of high ethical standards and behaviour.
  • Performing duties in accordance with departmental policies, procedures and relevant public sector legislation.
  • Applying relevant safety procedures/guidelines and equal opportunity principles to work performance.
  • Additional duties as required within the skill and scope of position capabilities and departmental needs.

Essential

  1. Demonstrated experience in the delivery of Procurement Services including contract management that aligns to organisational business needs.
  2. Demonstrated ability to analyse, research and resolve procurement and contract management matters.
  3. Developed communication skills with demonstrated ability to prepare and present procurement and technical documentation.
  4. Developed interpersonal and negotiation skills with demonstrated ability to build, maintain and nurture stakeholder relationships.
  5. Demonstrated commitment to teamwork and ability to maintain a supportive work environment.
  6. Knowledge of the WA Procurement Act 2020, Western Australian Procurement Rules and other Government procurement policies and procedures.

Desirable

  • Demonstrable advanced user skills in the Microsoft office suite.
  • Knowledge and experience in the use of Financial Management Systems preferably with Technology One Financial Systems.
