Overview

\n

The Procurement Business Partner is responsible for partnering with key stakeholders across the organisation, including leadership and business units, to provide high-quality, strategic procurement advice, support and solutions across the full procurement lifecycle. This role works closely with stakeholders to plan, design and deliver procurement activities that achieve best value outcomes, ensure compliance with Council policies and legislation, and support effective service delivery to the community.

The Procurement Business Partner will guide and coach stakeholders through procurement processes, facilitating robust and transparent tendering activities while driving consistency, probity and sound governance. Using a proactive and collaborative approach, this role identifies opportunities to improve procurement practices, strengthen market engagement and lift organisational capability. Working closely with the wider Procurement & Contracts team, the role contributes to continuous improvement initiatives and supports the delivery of efficient, compliant and value-driven procurement outcomes that align with Council's strategic objectives.

Key Responsibilities

\n

Provide high-quality, timely and accurate advice across all procurement activities (RFT, RFQ, EOI), enabling stakeholders to make informed decisions aligned to value for money principles.

\n

Build strong, collaborative relationships with business units to understand service needs and proactively support procurement planning and delivery. Act as a trusted advisor to stakeholders, improving procurement capability and confidence across the organisation.

• Support the development of robust procurement plans, including realistic timelines, clear scopes, specifications, KPIs and evaluation criteria.
\n
• Lead and coordinate tender evaluation processes, ensuring they are well planned, facilitated and compliant with probity and governance requirements.
\n
• Provide clear guidance and oversight to evaluation panels, ensuring consistent scoring and sound decision-making.
\n
• Enhance the quality and readiness of procurement activities, reducing delays and improving outcomes.
\n
• Ensure RFx documentation is complete, consistent and designed to drive competitive and effective market engagement.
\n
• Provide expert input to ensure procurement considerations are embedded early in planning and decision-making.
\n
• Deliver transparent, defensible procurement processes aligned with policy and legislative requirements.
\n
• Proactively engage with business units to understand upcoming procurement needs and maintain visibility of the procurement pipeline.

Join us in this part-time (4 days per week) permanent role, offering a competitive salary range of $111,411 - $123,748 (pro-rata for part time) plus 12% superannuation. This will increase to $113,974 - $126,589 (pro-rata for part time) plus 12% super from 1 July 2026.

Desired Skills and Experience

What you'll need to succeed:

\n

• Demonstrated ability to provide high-quality, strategic procurement advice and operate as a trusted business partner to internal stakeholders.
\n
• Experience driving continuous improvement initiatives and implementing effective procurement practices to enhance service delivery and organisational performance.
\n
• Demonstrated knowledge of relevant legislation, policies and guidelines (including Council's Procurement Policy).
\n
• Proven ability to lead procurement activities and projects, including planning, tender development and evaluation, to achieve value-for-money outcomes.
\n
• Demonstrated experience in end-to-end procurement and contract management, from planning through to implementation.
\n
• Strong understanding of procurement governance, probity and compliance requirements, with the ability to apply sound judgement and manage risk in complex environments.
\n
• Proficient in tendering, contract management and finance systems.
\n
• Proven experience performing a similar role in a comparable capacity within local government or a similar organisation.
\n
• Highly developed stakeholder engagement and communication skills, with the ability to build effective relationships and influence outcomes across all levels of the organisation.
