Our client is a major NSW Government-owned utility operating essential infrastructure and services across Greater Sydney, the Blue Mountains and the Illawarra. The organisation provides water, wastewater, recycled water and stormwater services to more than 5 million people and operates an extensive portfolio of operational, commercial and infrastructure assets.

This contract sits within the Property and Workplace function and will support the delivery of workplace, construction, refurbishment and fit-out projects across corporate and operational locations.

About the Role

This is a hands-on Workplace Project Manager opportunity responsible for delivering multiple property and workplace projects from initial planning and procurement through construction, commissioning and close-out.
You will work across corporate offices and active operational sites, coordinating contractors, consultants, internal stakeholders and project resources while maintaining accountability for scope, programme, cost, quality, safety, risk and governance.

The position offers considerable autonomy and requires someone comfortable moving between strategic stakeholder engagement and practical site-based project delivery. The successful candidate will also provide leadership across project resources and ensure issues outside agreed project tolerances are appropriately escalated.

• Location: Parramatta and project sites across Sydney
• Working Arrangement: Predominantly site-based, with 1-2 days per week in Parramatta and approximately 3-4 days across project sites
• WFH: Limited, considered on a case-by-case basis
• Hours: 8 hours per day, 40 hours per week
• Start Date: ASAP
• Duration: 6 months
• Required Checks: Police check and two reference checks

Key Responsibilities

• Lead end-to-end delivery of workplace, construction, fit-out, refurbishment and related property projects across multiple locations.
• Develop project execution plans covering scope, programme, milestones, resources, budgets, procurement and delivery requirements.
• Manage project schedules using appropriate planning tools and maintain accurate forecasts against key milestones.
• Control project expenditure, prepare cost forecasts and monitor performance against approved budgets.
• Identify, assess and actively manage project risks, issues, dependencies and reputational considerations.
• Coordinate contractors, consultants, suppliers and internal teams to achieve agreed project outcomes.
• Manage procurement activities including purchasing strategies, tendering, supplier engagement and contract administration.
• Administer NEC4 or comparable construction contracts, including variations, commercial matters and contractor performance.
• Maintain project governance, documentation, change controls, approvals and reporting throughout the project lifecycle.
• Monitor construction quality and ensure completed works comply with specifications, design requirements and agreed standards.
• Coordinate site access, safety requirements, operational interfaces and project activities within live environments.
• Engage with business stakeholders to understand requirements, resolve competing priorities and maintain alignment throughout delivery.
• Lead project meetings, contractor reviews, progress reporting and stakeholder communications.
• Manage project resources and establish clear responsibilities, deliverables and accountabilities across project teams.
• Coordinate drawings, asset information, handover documentation, maintenance requirements and project close-out activities.
• Escalate significant issues, dependencies or tolerance breaches through the appropriate governance channels.
• Conduct post-project reviews and identify opportunities to improve project delivery processes, controls and future outcomes.
• Promote safe, collaborative and accountable project delivery across all project sites.

About You

You will be an experienced Project Manager with a strong background in workplace, construction, property, fit-out, refurbishment or infrastructure delivery. Experience successfully delivering projects within government or similarly regulated environments is required.

• 5+ years of relevant project management experience, with extensive industry experience highly regarded.
• Demonstrated delivery of construction, workplace, fit-out, refurbishment or comparable capital works projects.
• Proven government project delivery experience with projects that can be clearly demonstrated and referenced.
• Degree in Construction Management or a related discipline.
• Relevant qualification in property, building and construction, project management, engineering or architecture.
• Current Construction Induction Card, commonly known as a White Card.
• Strong capability across project scope, cost, programme, quality, governance, risk and stakeholder management.
• Practical experience managing contractors, consultants, vendors and multidisciplinary project teams.
• Experience with procurement, commercial management and construction contract administration.
• NEC4 contract management and administration experience is highly regarded.
• Experience using SAP for project financial management, procurement or contract-related activities is highly regarded.
• Experience with Microsoft Project, Primavera or comparable project scheduling software.
• Familiarity with risk management, safety, site access, drawings, maintenance and asset management systems.
• Strong understanding of structured project delivery methodologies, including waterfall approaches.
• Ability to manage multiple concurrent projects and competing deadlines without compromising delivery standards.
• Strong negotiation, influencing, conflict resolution and stakeholder management capabilities.
• Confident written and verbal communication skills with the ability to prepare clear project reports and presentations.
• Strong leadership skills with the ability to establish accountability and motivate project teams.
• Membership of the Australian Institute of Building or another relevant professional association is desirable.
• Australian Permanent Residency, Australian Citizenship or a valid long-term Australian working visa with unrestricted working rights is required.
