The APS Craft and Learning Branch leads a range of capability development work at the APSC, under the overall banner of the APS Academy. The APS Craft and Learning Branchis responsible for developing capabilities in 5 of the 6 areas of APS Craft (the core skills of APS to deliver for government): Integrity; Working in Government; Strategy, Policy and Evaluation; Implementation and Services; and Engagement and Partnership.

The APS Craft and Learning Branch is one of three APSC Branches which are responsible for work in the APS Academy (the others are the Leadership & Talent Development Branch, and the Organisational & Workforce Capability Branch). Financial and staffing accountabilities are tracked according to the existing structures in those Branches.

\n

The APS Academy operates as a networked hub of learning and development; working with APS and industry partners to build the capability and performance of the APS workforce. It supports a continuous learning model, recognising that learning needs to be embedded in everyday work to be effective. The partnership-based approach of the Academy enables economies of scale, improves equity of access, and strengthens service cohesion through shared learning expectations.

A significant majority of the APS Academy's revenue is on the basis of cost-recovery for learning delivered to the APS. This requires the APS Academy to be strongly responsive to current demand in the system and to deliver high-quality offerings in a cost-effective manner. In addition, the APS Academy has an important role in leading capability development in emerging areas of need as identified by Secretaries Board.

The APS Craft and Learning Branch has a particular focus at present on the safe and effective adoption of Artificial Intelligence in the APS, as part of the AI Plan for the APS. It also manages websites such as the APS Academy, APS Learn, APS Jobs and Career Pathways that serve as the front-door to a career in the APS and helps grow critical skills and capabilities.

The key duties of the position include:

The successful candidate for the position of Assistant Commissioner, APS Craft and Learning Branch, will demonstrate their capabilities to:

\n

\n
• Lead the Branch to drive an overall strategy for capability development across the Australian Public Service, including fostering alignment and shared ownership of service-wide capability initiatives.
\n
• Run a complex cost-recovery operational model on a financially sustainable basis, including leading business development on revenue generation, managing a demand-responsive cost base, and ensuring ongoing financial sustainability.
\n
• Manage a multi-disciplinary team to deliver high-quality initiatives in alignment with organisational objectives, project budgets and timeframes.
\n
• Build productive relationships with APS agencies, APS practitioners and external experts to identify capability needs and co-design practical solutions that strengthen workforce performance.
\n
• Provide authoritative advice to senior executives and stakeholders on workforce capability, people management and learning strategy and emerging APS priorities, influencing decision-making and capability outcomes across agencies.

In addition, the APS Values and the Secretaries' Charter of Leadership Behaviours set out expected behaviours at all levels of the APS.

Under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the Australian Public Service (APS) or, in limited circumstances, in the process of obtaining citizenship.

\n

Successful applicants will be required to undergo the process to obtain and maintain, or continue to hold the required security clearance level for the role as indicated. All Commission staff are required to have a minimum Baseline security clearance prior to commencement.

\n

Successful applicants will be required to undergo a mandatory National Criminal History check as part of the pre-employment eligibility checks.

The Commission supports two statutory office holders: the Australian Public Service Commissioner—who is also agency head—and the Merit Protection Commissioner. Their functions are set out in sections 41(1) and 50(1), respectively, of the Public Service Act 1999.About the CommissionThe Australian Public Service Commission is a non-corporate Commonwealth entity within the Prime Minister and Cabinet portfolio.
