About the Position:

WorkPac are seeking a Children, Youth and Families Manager for a permanent position based in Emerald. The purpose of this position is to lead, develop, implement, oversee, and manage the operations of headspace Emerald (80% workload) along with oversight of the Counselling and Youth Programs (20% workload) across Central Queensland. This role is also responsible for growing the portfolio and ensuring program sustainability over the short, medium, and long term.

Key responsibilities:

• Manage portfolio contracts and funding agreements along with their deliverables, including model integrity, budgets, and reporting, ensuring staff gain and maintain a sound understanding of the service model, KPI’s and outcomes required for each service agreement.
• Positively represent and promote AnglicareCQ (our vision, values and strategy) at events, conferences, and seminars.
• Develop the headspace Emerald strategic plan, business plan and annual workplan in conjunction with key stakeholders.
• Prepare for and convene consortium, network and stakeholder meetings associated with headspace Emerald.
• Engage with and work collaboratively with headspace partners.
• Ensure that MOU/Service Agreements are maintained, met, and difficulties are identified and resolved to sustain an integrated model of care that effectively responds to the needs of young people.
• Ensure services are youth and family friendly, person centred, and trauma informed.
• Lead and oversee the recruitment and selection of any new staff and ensure they are oriented to the procedures and operations of the service.
• Manage and supervise staff, monitor staff performance and development, and address staff performance issues effectively according to documented policies and procedures.
• Participate and support other members of the headspace team to participate in programs, education, training, and other opportunities offered by headspace National/Network.
• Lead, develop and maintain AnglicareCQ’s organisational accreditation and ensure compliance with the headspace model of integrity framework and trademark requirements,
• Oversee and coordinate mechanisms for participant consultation, feedback and complaints which inform service/ practice improvements.
• Regularly report to and develop healthy working relationships with the Senior Leadership Team and relevant stakeholders.
• Perform all duties to a high standard adhering to legislative/ statutory obligations, AnglicareCQ policy, procedures, and practice standards.
• Maintain current knowledge of relevant legislation, issues, and standards.
• Maintain participants’ records to a high standard, compliant with statutory obligations and AnglicareCQ’s policies.
• The successful applicant is expected to attend and take part in training as required to maintain their professional development and to participate regularly in supervision with their line manager.

Skills and experience:

• A bachelor’s degree in allied health, behavioural/social sciences, mental health nursing (or related discipline)
• A minimum of 5 years relevant experience at a managerial level.

• Proof of current eligibility to work in Australia (visa holders).
• Positive employment suitability checks prior to commencement as required: o A current Blue Card (Working with Children); and
• A current Yellow Card (Disability Services Positive Notice or Exemption Notice).
• Child Safety and Personal History Checks LCS
• Current Queensland Open Driver’s licence or licence recognised by Australian laws.
• Travel will be required.
• Successful completion of a six (6) month minimum employment period (probation).

Selection criteria:

• Demonstrated experience at a management level in youth, families, and mental health programs.
• Demonstrated experience in government relations, funding, and growth across a geographically diverse portfolio.
• A sound knowledge and understanding of Commonwealth, State and Local Government policies, programs, legal and compliance frameworks relevant to child protection services.
• Contemporary knowledge of principles, practices, theory, and philosophies that underpin service delivery approaches to ensure inclusive, integrated, and holistic health care.
• A high degree of drive, initiative, motivation, and outcome orientation with the capacity to think strategically and deal with multiple and often conflicting priorities.
• Effective written and verbal communication skills with the ability to build and maintain effective internal/ external relationships and to share specialist knowledge and technical skills within a team environment.
• Strong financial capability, including a commitment to producing consistently good financial results within the framework of program and achieving program growth.
• The ability to build and lead a cohesive team to develop the program in line with the organisation’s vision and strategic direction.
