Director, Regulatory Outcomes And Performance

Shape the future of Victoria’s earth resources sector and play a key role strengthening confidence in its performance and regulation. Resources Victoria is seeking an experienced and influential leader to join the Regulatory Operations Division as Director, Regulatory Outcomes and Performance. This senior executive position provides strategic leadership for licence compliance, rehabilitation, technical performance, royalties and rents, and complex regulatory matters across Victoria’s mining, quarrying and petroleum sectors. The Director plays a critical role in promoting consistent, transparent and risk-based regulation that supports responsible resource development while maintaining public confidence. Leading a branch of technical and regulatory specialists, you will drive regulatory performance, strengthen rehabilitation outcomes, manage emerging risks and provide authoritative advice to government on complex and high-profile issues.

Key responsibilities

• Lead state-wide oversight of licence performance, ensuring compliance with legislative, financial and operational obligations, including royalties and rents.
• Drive improved rehabilitation outcomes and strengthen financial assurance frameworks and rehabilitation bond management.
• Promote technical excellence and leading practice to support informed regulatory decisions and minimise risks to people, communities, infrastructure and the environment.
• Lead the management and resolution of complex and high-risk regulatory matters.
• Provide strategic advice, analysis and insights to the Minister and executives and senior stakeholders on emerging issues, priorities and risks.
• Build a high-performing and inclusive branch through strong leadership, capability development, sound financial management and a focus on delivering outcomes.

About you

You are a strategic and credible leader with experience leading complex regulatory, compliance, technical or assurance functions within government, industry or another highly regulated environment.

You will bring

• Demonstrated experience leading multidisciplinary teams through complexity, change and competing priorities.
• Strong strategic thinking, sound judgement and the ability to make decisions in complex environments.
• Experience delivering regulatory, compliance, assurance, risk or governance outcomes at a senior level.
• Exceptional stakeholder engagement and influencing skills, with a demonstrated ability to provide trusted advice to executives, ministers and senior government leaders.
• Commercial and financial acumen, including oversight of governance, assurance and financial integrity frameworks.
• A commitment to building high-performing, inclusive and values-driven teams.
• The ability manage sensitive, high-profile and complex matters with confidence, professionalism and integrity.

About the organisation

We employ approximately 6,300 staff, including around 600 seasonal staff, across more than 86 locations throughout Victoria, across energy, environment, climate action, water, agriculture, and resources portfolios. Our challenge is to maintain Victoria’s liveability, with a population expected to almost double by 2050, while responding to climate change and protecting our natural environment, infrastructure and heritage for future generations. This is a fixed term position available for a period of up to 5 years. The work location for this position is 8 Nicholson Street, East Victoria with hybrid work arrangements available.
