About the Branch

Located across the four VECRA regions and the central office, the Operations Branch manages and supports regional teams to deliver VECRA's core regulatory work. The regional teams comprise authorised officers, compliance officers and support staff who assess and rate National Quality Framework (NQF) services against the National Quality Standard (NQS), conduct inspections to monitor compliance with the National Law, Children's Services Act and Child Safe Standards, as well as investigating alleged non-compliances.

In this role, you will contribute to the regulation of Victoria's early childhood education and care sector through assessment and rating visits, compliance and inspection activities, investigations and stakeholder engagement.

No two days are the same, with work ranging from visits to early childhood services and assessment and rating activities to investigations, report writing and regulatory decision-making. While the role involves exercising regulatory powers, it also provides opportunities to support services in understanding and meeting their legislative obligations.

Key accountabilities include:

• supporting and undertaking investigations following notifications of incidents or complaints and, where necessary, gathering and assessing evidence to inform regulatory action
• applying a range of regulatory tools to promote compliance and continuous quality improvement
• monitoring and reporting on approved education and care services' compliance with the National Quality Framework and Child Safe Standards
• undertaking assessment and rating visits against the National Quality Standard
• managing information and records relating to service quality and regulatory matters
• preparing high-quality correspondence, briefings and reports
• communicating legislative and regulatory requirements to approved and licensed services
• contributing to the consistent application of regulatory frameworks, systems and processes.

This advertisement is for four ongoing VPS4 positions reporting to the Operations Manager, based at our Grampians office.

Authorised Officers are required to travel regularly within their designated work area and at times across the South Western Victoria region. This may include planned overnight stays. Flexible start and finish times may also be required to accommodate service visits.

The role involves a balance of independently undertaking visits to early childhood services and office-based work, including report writing, regulatory correspondence and stakeholder engagement, while contributing to a collaborative and inclusive team environment.

While experience in compliance, investigations, regulation or the early childhood sector would be highly regarded, it is not essential. We encourage applications from candidates with transferable skills, particularly in areas such as analysis, stakeholder engagement, decision-making, quality assurance or risk-based work

Qualifications and Experience

Desirable: Relevant qualifications in investigations, early childhood education, teaching, or other human welfare studies, behavioural studies or similar.

Essential: Successful applicants will be required to hold a valid Victorian Working with Children Check and Victorian driver's licence.
