Our client is a leader in their industry servicing large commercial, industrial and manufacturing industries across Australia. Due to internal movement, we are seeking a Head of People, Culture & Safety to join their team.
Within this role, you will lead the Group's people, culture and work health and safety functions across a national, multi-site workforce - strengthening our people strategy with the Board and Executive Leadership Team, and delivering the advisory, transactional and compliance work that keeps the business safe, lawful and properly resourced.
The role:
People strategy, workforce planning and organisational design
- Lead the people strategy with the Board and Executive Leadership Team, aligning workforce planning and organisational design to business objectives.
- Model workforce demand and supply, map critical roles, and manage the permanent, casual, labour hire and contractor mix.
- Lead organisational design and structural change, including consultation obligations, redeployment and redundancy.
- Maintain succession plans for critical and senior roles, with named successors and development plans.
- Own the recruitment framework from requisition and approval through sourcing, assessment, offer, pre-employment checks and onboarding.
Employment and industrial relations
- Provide ER and IR advice and case management across multiple enterprise agreements, modern awards and common law contracts.
- Interpret and apply awards, enterprise agreements and the National Employment Standards, and maintain a register of interpretations so rulings are applied consistently across sites.
- Lead enterprise bargaining end to end: mandate and strategy, claim costing, consultation, protected industrial action contingency planning and Fair Work Commission approval.
- Manage union relationships, right of entry, consultation and dispute resolution, and represent the business before the Fair Work Commission and other tribunals.
- Manage misconduct, grievance, underperformance and termination matters with documentation that will withstand external scrutiny.
Work health and safety
- Oversee the group WHS management system, including document control, verification and continuous improvement.
- Chair the group safety governance forum and with the WH&S Manager.
- Oversee workers' compensation across all jurisdictions, including insurer and scheme agent relationships, claims strategy and premium management.
- Own return-to-work programs, injury management plans, suitable duties and durable return outcomes.
Compliance, policy and risk
- Maintain a current policy and procedure framework with an annual review cycle, version control and evidence of communication.
- Ensure compliance with the Fair Work Act and National Employment Standards, applicable awards and enterprise agreements, and applicable legislation.
- Streamline compliance administration so evidence is captured as work is done, reducing administrative overhead while strengthening the compliance position.
Performance, capability and leadership development
- Own the performance framework: goal setting, review cadence, calibration and consistent management of underperformance.
- Design, launch and continuously improve the leadership development program, and measure whether capability transfers to the workplace.
- Coach supervisors and senior managers in people management and difficult conversations, so more matters are handled competently at line level.
Remuneration, benefits, reward and recognition
- Own the remuneration framework, including role banding, external benchmarking, the annual review cycle and budget modelling with Finance.
- Design and maintain employee benefits, reward and recognition programs, and review uptake, cost and effect on engagement and retention.
- Employee engagement and culture
Leadership of the People & Safety team
- Lead, mentor and develop the People & Safety team, set clear objectives, coach technical capability and build succession within the function.
- Manage the function's budget and external providers, including legal, rewards and recognition, employee events and recruitment partners.
- Own the HR systems and their interface with payroll, and maintain a single source of truth for employee data.
- Deliver monthly people and safety reporting to the Board.
What we're looking for:
- Tertiary qualification in human resources, industrial relations, law, business or a related discipline.
- Certificate IV or Diploma in Work Health and Safety; ICAM or equivalent lead investigator training; return-to-work coordinator accreditation. (desirable)
- Experience in Manufacturing, Construction, Industrial, Service or a comparable blue-collar, multi-site industry
- At least [8] years' generalist HR experience, including [3-5] years leading a people function in a multi-site operational environment.
- Demonstrated enterprise bargaining experience through to Fair Work Commission approval, and direct experience representing an employer in tribunal proceedings.
- Demonstrated WHS leadership in a higher-risk operating environment, including incident investigation, regulator interaction and management system ownership.
- Workers' compensation and injury management experience across more than one jurisdiction.
- Experience advising and influencing boards and executive teams, including preparing and presenting papers.
- Sound commercial judgement, and the ability to translate business objectives into workforce decisions.
- Ability to hold a position in adversarial settings while preserving the working relationship.
- Discretion, integrity and confidentiality in handling sensitive matters.
- Practical and site-credible, comfortable moving between the boardroom and the site floor.
- Willing and able to travel to national sites, including regional locations, and available outside ordinary hours for serious incidents.
