Business Analyst

Overview
Azooa is a digital innovator delivering outcomes for the Federal Government. We are seeking Expressions of Interest from experienced Senior Business Analysts for a contract in the public sector to support a transformation project and the implementation of a new Program and Project Management and Reporting Tool (PPMRT) within the Department of Infrastructure, Transport, Regional Development, Communications, Sport and the Arts.
Responsibilities
- Conduct detailed discovery, stakeholder engagement, business analysis, process mapping, feasibility assessment, and solution recommendations.
- Lead or support stakeholder workshops, document current and future-state workflows, and prepare artefacts shaping the Department’s long-term project reporting capability.
- Conduct research to assess current program and project delivery models; review and analyse existing project management processes, frameworks, and reporting mechanisms.
- Document current vs future-state workflows to inform system design and change planning.
- Create a comprehensive Business Requirements Document (BRD) covering functional and non-functional needs.
- Engage with stakeholders across project managers, business owners, executives, and tech teams; facilitate clear communication between business and technical groups.
- Align requirements with project delivery scope and contribute to the Project Management Plan (PMP).
- Evaluate internal systems, including potential hybrid solutions and off-the-shelf PPMRTs; assess adaptability of similar systems used in other government departments.
- Develop a Recommendation Report detailing options, risks, dependencies, and system fit; support change management through artefact development and stakeholder planning.
- Produce Detailed Discovery Reports, BRDs, Initiative Reporting Assessments, and Comparative Reviews of other PPMRTs.
- Support delivery of clear, concise artefacts such as user stories, acceptance criteria, and documentation; ensure effective collaboration across business and technical domains.

The Change and Project Management Office (CaPMO) supports capability uplift within the Department by providing guidance, structure, training and project delivery support. This project is a cornerstone for how the Department will manage, report, and govern complex initiatives moving forward.
About the Project
The Department is implementing a new off-the-shelf Program and Project Management and Reporting Tool (PPMRT) . The tool must align with diverse project delivery needs, improve strategic and operational decision-making, and replace or enhance existing internal systems. A comprehensive discovery and planning phase will guide design and implementation.
