Program Manager (Capability)

If you excel at delivering programs, we have the perfect role for you! Join our small team as program manager (capability) and work closely with our Head of Capability in managing our renowned Future Leaders Program, SES program and more.

What you will do

One day, you might work together with the head of capability to plan and resource our capability streams – this can include planning budgets and calendars, rostering and creating program briefings in line with IPAA ACT's stakeholder needs.

The next day, you might be onsite, delivering a capability program directly to our public sector participants. This will involve managing your team to deliver onsite and remotely to ensure participants have a seamless experience. You might also work with our communications team who will publish information across IPAA ACT's channels.

Finally, you might run evaluation sessions with the whole capability team, overseeing and presenting survey results, gathering and evaluating feedback to identify new opportunities and inform development of service offerings.

Capability programs at IPAA ACT aim to empower public sector employees to excel in their roles serving Australia's communities. This can include discussions and workshops that systematically grow and enhance leadership skills and share knowledge about emerging issues affecting the public sector. It is also an opportunity for participants to get close to established public sector leaders and network with peers.

Statement of responsibilities

The Capability Manager supports the design, delivery and continuous improvement of IPAA ACT's capability stream, aligning with our strategic objectives and delivering high-value outcomes for public sector stakeholders. Reporting to the Head of Capability, this role manages a small team and works closely with internal and external partners to ensure the effective planning, execution and evaluation of capability programs and events.

The Capability Manager operationalises the strategic intent of the capability stream, identifies opportunities for innovation and growth, ensures operational excellence, and fosters a high-performing team culture. This role plays a critical part in driving the impact, reputation and reach of IPAA's capability offerings across the public sector.

The Capability Manager is accountable for :

  • Leading and managing the capability team to deliver programs and events
  • Supporting the design and implementation of a comprehensive program of capability offerings aligned with IPAA ACT's strategic objectives
  • Overseeing the end-to-end delivery of programs and events, ensuring quality, consistency and continuous improvement
  • Supporting the conceptualisation and development of new program ideas and initiatives
  • Developing and maintaining strong relationships with public sector clients, partners and stakeholders
  • Leading consultation processes to identify emerging needs and opportunities
  • Planning and managing resources, timelines and logistics to ensure seamless delivery
  • Managing capability stream budgets, contracts and supplier relationships
  • Supporting the implementation of an evaluation framework to assess program effectiveness and inform future planning
  • Monitoring trends and scanning the environment to identify risks and opportunities
  • Contributing to a whole-of-IPAA approach, collaborating across teams and supporting organisational priorities
  • Demonstrating team values (inclusive, professional, connected, adaptive) in interactions and activities.

Skills and Experience

  • Deep understanding of and interest in the public sector
  • Minimum 2-3 years of experience in designing and delivering learning and capability programs for professionals
  • Proven ability to lead, manage and develop high-performing teams
  • Strong experience managing complex projects, events or programs with multiple stakeholders including project budgets
  • Excellent stakeholder engagement and relationship management skills
  • Strong strategic thinking, planning and problem-solving capabilities
  • Demonstrated ability to manage competing priorities and deliver outcomes within tight timeframes
  • Experience with program evaluation, reporting and continuous improvement processes
  • High-level communication skills—both written and verbal
  • Familiarity with contemporary adult learning theory and practice
  • Proficiency in Microsoft Office, CRM platforms (e.g. HubSpot), and event management systems (e.g. Cvent)
