Subcontracts Manager
KBR’s Mission Technology Solutions (MTS) group seeks a Subcontracts Manager to support a program based in Alice Springs, Australia. This senior role provides strategic oversight, leads subcontract administration teams, and ensures compliance with government regulations and corporate policies.
Job Responsibilities
- Lead and manage a team of Subcontracts Administrators, providing guidance, mentorship, and performance oversight.
- Develop and implement subcontracting strategies aligned with program and organizational goals.
- Oversee the full lifecycle of subcontract administration, including supplier qualification, RFP / RFQ issuance, proposal evaluation, and subcontract execution.
- Ensure compliance with CPSR requirements and government regulations (FAR, DFARS, ITAR). Implement FAR, DFAR requirements as related to procurement.
- Conduct and supervise complex price analysis and negotiations of subcontract agreements, including terms & conditions and pricing.
- Collaborate with cross‑functional teams (program management, legal, finance, compliance) to support procurement success.
- Monitor subcontractor performance, manage risk mitigation strategies, and drive continuous improvement in subcontracting processes and systems.
- Review subcontract activities at pre‑solicitation and award phases for risk and compliance assessment.
- Negotiate price, contract specifications, delivery dates, incentives, and other terms and conditions.
- Protect the company’s interest and ensure compliance with company policies, legal and regulatory requirements.
- Oversee administration of subcontracts on overseas federal construction projects, ensuring full compliance with FAR, DFARS, and host‑nation regulations.
- Monitor subcontractor progress against construction schedules, coordinate recovery plans, and facilitate pre‑construction meetings and subcontractor onboarding.
- Manage modifications and change orders to support customer demands and other aspects of day‑to‑day subcontract administration.
- Participate in bid and proposal activities, including data calls, cost proposals, and price negotiations in conjunction with multiple departments.
- Analyze and independently resolve technical and administrative problems involving subcontracts.
- Maintain regular interaction with finance, accounting, business development and senior management.
Qualifications
B.S. / B.A. in Business Administration, Business Management, Contract Administration, Supply Chain Management or a related field with a minimum of 10 years of experience in subcontracts administration working for a federal contractor or equivalent work experience.Highly organized with a strategic and systematic approach to task and team management.Must have a good understanding of FAR regulations and experience managing various types of subcontracts including IDIQ, CPAF, CPFF, T&M, and FFP.Proficiency in reading and interpreting blueprints, technical drawings, and construction specifications.Experience in mitigating contractual and procurement risks, ensuring adherence to government regulations (FAR, DFARS, ITAR, and CPSR compliance).Strong negotiator with proven success in subcontract discussions.Organized, detail oriented, and demonstrate strong time management skills; able to coordinate and prioritize multiple projects with limited supervision in a fast‑paced environment.Excellent written and verbal communication skills and ability to adapt to changing work efforts and manage shifting priorities.Develop and maintain professional relationships with peers, vendors, and customers; contribute to a professional work environment by demonstrating integrity, teamwork, and a positive attitude.Proficient in Microsoft Office Suite (Excel, Word, PowerPoint, Project).Experience with Deltek Costpoint is a plus.Clearance
Candidates must possess an active Top Secret / Sensitive Compartmented Information (TS / SCI) clearance or an Australian TS / PV clearance. A polygraph examination may be required as part of the US clearance process.
Location
Hybrid position. Eligible work locations include Chantilly, VA; Valley Forge, PA; Ann Arbor, MI; Beavercreek, OH; Colorado Springs, CO; Carlsbad, CA; Alice Springs, Australia; Adelaide, Australia.
Compensation
Base salary range : $115,000 – $172,500 (Australian locations). Additional compensation may include sign‑on bonus, relocation benefits, short‑term incentives, long‑term incentives, or discretionary payments.
