EL1 Organisational Change Manager

Lead the development and execution of organisational change strategies.

  • Location : Sydney CBD (Hybrid Working)
  • Contract : 12-month initial contract with a 12-month extension option
  • Remuneration : Negotiable, based on experience and alignment to role requirements

Your new role

As the Organisational Change Manager , you will be a key leader in driving the successful implementation of a major national digital health initiative— the Streamlining Implementations, Conformance and Connections (SLICC) project . This role sits within a high-performing digital division responsible for shaping and stewarding Australia’s digital health ecosystem.

You will lead the design, development, and execution of change management strategies that ensure the smooth adoption of new systems, processes, and ways of working across the organisation. Your work will directly support the agency’s strategic objectives by embedding sustainable change and fostering a culture of adaptability and innovation.

Your core responsibilities will include :

  • Change Strategy & Planning : Develop and implement structured change management strategies, frameworks, and plans tailored to the needs of the SLICC project and broader organisational goals.
  • Readiness & Impact Assessment : Conduct change readiness assessments, identify potential resistance, and design mitigation strategies to ensure smooth transitions.
  • Stakeholder Engagement : Build and maintain strong relationships with internal and external stakeholders, including senior leaders, project sponsors, and delivery teams. You’ll act as a trusted advisor, influencing and guiding stakeholders through complex change journeys.
  • Communication & Training : Design and deliver targeted communication and training plans that support awareness, understanding, and capability building across impacted teams.
  • Monitoring & Evaluation : Track and evaluate the effectiveness of change initiatives, using data and feedback to refine approaches and drive continuous improvement.
  • Leadership & Influence : Provide thought leadership in change management practices, contribute to innovation and business improvement strategies, and support the development of a change-ready culture across the agency.
  • Governance & Compliance : Operate within established legislative and policy frameworks, ensuring all change activities align with public sector values and standards.
  • This is a strategic and hands-on role that requires a high degree of independence, sound judgement, and the ability to manage ambiguity while delivering high-quality outcomes in a complex, multi-stakeholder environment.

    What you'll need to succeed

    To be successful in this role, you will bring :

  • Demonstrated experience in leading organisational change initiatives using structured methodologies.
  • Strong background in stakeholder engagement and relationship management.
  • Proven ability to manage complex and sensitive change environments.
  • Excellent organisational, analytical, and communication skills.
  • Experience working in or with government or public sector organisations (highly desirable).
  • Relevant tertiary qualifications in change management, business, or a related field.
  • Australian Citizenship (mandatory), with the ability to obtain and maintain a Baseline security clearance and national police check.
