The Commonwealth requires the services of a Land Integration Framework -Digital Subject Matter Expert (LIF-D SME) to supplement the contractor workforce within the Land Network Integration Centre (LNIC). This proposal seeks to engage an Advanced Practitioner to assist the LNIC with the Land Integration Framework.
The Land Combat System (LCS) is defined as "Army's networked 'system-ofsystems' (SoS) that enables our forces to win the contested decision / action cycle. It enables the Joint Land Force to better Sense, Understand, Decide and Act, from the individual soldier and platform, through each specified level of command and control. The system is fundamental to how the Army will fight. It will ensure integration within the Joint Force and allow for interoperability with the US, coalition and other government agencies".
The LCS currently exists as systems consisting of both emerging and legacy platforms that integrate at varying levels, with the LNIC as the Army Headquarters (AHQ) lead for LCS digital integration. Army, through the LNIC, will establish and operationalise the Land Integration Framework - Digital (LIF-D) to realise this LCS optimisation by identifying, designing, and implementing digital integration and interoperability between platforms.The LIF-D provides the One Defence Capability Model (formerly the Capability Life Cycle) digital integration governance process to assure the effective digital integration of new Army capabilities within the LCS. The LIF-D SME is required to identify, define, design, validate, and support the implementation of digital integration requirements for Land programs and projects. Additionally, they will assess and endorse pre-Gate 0 to Gate 2 integration approaches and address post-Gate 2 digital integration risks and issues.
The LIF-D SME will utilise their deep technical specialisations and experience to drive the rapid development of digital elements of the LCS as part of a collaborative team. The SME will also be required to engage with and influence key stakeholders within program and project capability groups.
The LIF-D SME will be recruited as part of a collaborative and multi-discipline LIF-D team to support as a priority, digital integration across the following Land programs : a) Command and Control, Communications and Computers (within tactical, operational and strategic environments).b) Armoured Mobility Systems.c) Joint Fires Systems.d) Soldier Systems.e) Battlefield Aviation and Aerial Systems.
b.) Tactical Data Links - Detailed knowledge and implementation details of TADL formats and protocols and ability to analyse and assess vendor implementations of these formats.
c.) Enterprise Architecture - Design, implementation, and assessment of CIOG-accredited systems.
d.) Distributed Systems - Experience with distributed system design, implementation, and assessment.
e.) Tactical Networking Bearers and Waveforms - Experience with the design, implementation, and analysis of tactical networking bearers, radio RF design, waveform design, and integration.
f.) Strategic Networking Bearers and Waveforms - Experience with the design, implementation, and analysis of strategic networking bearers (SATCOM, MUOS, etc), associated modems and equipment, waveform design, and integration.
g.) Software Design and Management - Detailed experience with the design, programming knowledge, analysis, and assessment of large software systems.
b.) AS GxA Experience - Detailed knowledge and experience with the AS GxA standards : AS Generic Vehicle Architecture (GVA), AS Land Data Model (LDM), and Vehicle Standard Operating Environment (VSOE).
