About us

The Queensland Fire Department (QFD) provides fire prevention preparedness and response services to fire in the built and landscape environments as well as scientific and specialist capabilities to Queensland communities. The QFD provides a multi-hazard emergency response including road crash rescue bushfire hazardous material technical and vertical rescue severe weather incidents remote and swiftwater rescue and provides a number of functions supporting community safety outcomes.

The department encompasses Queensland Fire and Rescue (QFR) Rural Fire Service Queensland (RFSQ) as well as the broader department which work together to pre-empt prevent mitigate and manage the consequences of fires and other emergencies on Queensland communities and support our large volunteer membership across the state.

The QFD is an organisation that is committed to reframing the departments relationship with Aboriginal and Torres Strait Islander peoples communities and organisations through activities identified in the QFD Reframing the Relationship Plan contributing to Closing the Gap outcomes and building our cultural capability.

Purpose of the role

State Operations provides a diverse range of shared organisational and specialist capabilities to the QFDs frontline services to enhance cooperation and collaboration across QFD operations with a particular focus on how QFD comes together before during and after an emergency. The QFD Fire Communications Branch manages and coordinates frontline communication services by administering and delivering operational communications capabilities and value that benefits QLD community and the department.

Reporting to the Assistant Commissioner State Operations Directorate you will lead and manage the functions of the QFD Fire Communications Branch; and in cooperation with other State Operations Directorate (SOD) Branches work collaboratively with key business teams across QFD and other industry stakeholders with a focus on sustaining and improving the planning readiness and safe provision of operational services to the community. You will lead manage and drive strategic public safety operational communications capabilities for the department and represent QFD at various state and national working groups to create negotiate sustain and improve public safety communications and initiatives on behalf and for QFD and its operational service streams.

Key requirements

Applicants wishing to be appointed to a position of Director Fire Communications must provide evidence of or successfully completed the following :

Mandatory requirements

  • A current valid Blue Card (from Blue Card Services)
  • Experience in leading emergency service related triple zero operational communications centres.
  • Operational qualifications relevant to an emergency service triple zero operational communications centre (e.g. Certificate III or Certificate IV in Public Safety (Emergency Communications Centre Operations); or similar).

Highly desirable requirements

  • Tertiary qualifications in Leadership and / or Business Management or related discipline will be highly regarded.
  • Special requirements

  • This position will be required to provide advice to Senior Executives and support QFD operations in large scale disasters or other emergencies including potentially working on-call and outside of the ordinary business hours.
  • Your key accountabilities

    The Director Fire Communications is required to lead by example and model QFD values and behaviours in the delivery of the responsibilities of the role which include but is not limited to :

  • Provide strategic leadership and direction on the development of public safety communications strategies to build the capacity and preparedness of the fire and emergency services sector.
  • Lead QFD Fire Communications in the management of change and identify opportunities for innovation and improved service delivery.
  • Implement strategies and provide expert advice which ensures alignment and unification of communication centre operational capabilities and service delivery to business goals National and State-wide plans and legislation.
  • Represent QFD and be the primary delegate on national committees and stakeholder groups to ensure the departments interests and outcomes are prioritised.
  • Manage review and respond to a range of high-level departmental and ministerial correspondence briefs and fire communication issues and initiatives in accordance with departmental requirements and governance.
  • Maintain a high-level knowledge and understanding of developments in triple zero call-taking environment and communication platforms to enable the provision of expert advice and implementation of recommendations to the Assistant Commissioner and Fire Communications personnel on operational Fire Communication matters.
  • Lead and manage a multi-disciplinary team fostering teamwork and managing human financial and physical resources ensuring services and performance management and drive a culture of accountability and fairness that encourages and enables teams and individual staff to meet challenges develop skills and achieve results.
