Responsible for the organization and activities related to construction engineering, subcontracts, and engineering liaison to the design functional group. Interprets design drawings and specifications. Supervises field verification of materials. Provides technical direction to contractors in construction engineering and design functions related to electrical and instrumentation engineering in the project area.
Major Responsibilities :
- Support the development of the construction engineering organization for approval by the Site Manager (or appropriate Project Management level) and prepare employee requisitions.
- Coordinate with engineering on constructability and design issues; monitor the interface between the automation plan and project controls at the site.
- Establish a working relationship and communication lines with the Project and Area Field Engineers, including agreement on engineering deliverables.
- Handle quantity take-offs, control, reporting, forecasting, and ensure implementation of environmental control plans.
- Review and contribute to project control documents on progress, costs, schedules, and material reports to ensure correct delivery.
- Develop and implement construction procedures.
- Recommend procedures to ensure construction operations meet engineering design and specifications.
- Maintain construction engineering records, supervise plans and specifications filing.
- Coordinate construction activities with resident engineering and operations personnel.
- Implement controls over variables affecting job progress, ensuring timely delivery of drawings, materials, and equipment.
- Coordinate with Lead Electrical and Instrumentation Field Engineers, Area, and Project Field Engineers regarding contract administration and related activities.
- Perform employee reviews, support their development, and ensure ongoing training.
- Contribute to the project staffing plan for construction engineers and related personnel.
- Ensure all work is performed safely, efficiently, and according to engineering requirements.
- Coordinate with vendors for activities like Loop Testing and Site Acceptance Testing.
- Collaborate daily with the I&C team and provide support to construction and CSU as needed.
- Coordinate with field instrument technicians for instrumentation support during construction and pre-commissioning.
- Work with Health & Safety, Operations, Mechanical, Electrical, and other disciplines to resolve multidisciplinary issues.
- Resolve technical questions related to field instrumentation and third-party systems, ensuring compliance with change management procedures during construction, commissioning, and startup phases.
- Lead and coordinate lotto procedures to ensure full compliance and correct utilization.
Education and Experience Requirements :
Bachelor's degree (or international equivalent) with 10-12 years of relevant experience or 14-18 years of relevant work experience.Required Knowledge and Skills :
Technical knowledge of all phases of instrumentation construction engineering in one or multiple areas.Experience with systems such as Metering Packages, Analyser Packages, Gas Turbines, Compressors, Inlet Air Chillers, and field instrumentation (level, flow, pressure, temperature), Modbus, Honeywell Experion DCS, Schneider Tricon Safety Systems, Allen Bradley PLC.Understanding of construction activities related to engineering disciplines, cost, scheduling, and contracts.Experience in inspection and certification of instrument installation, brownfield work, and loop testing.Knowledge of Australian standards, safety procedures, and codes relevant to construction activities.Familiarity with Bechtel's policies, environmental, safety, and health standards, and project-specific environmental compliance.Understanding of subcontract management and contractor responsibilities.Total Rewards / Benefits :
