Job description

Main Purpose :

The Senior HSSE Business Partner will work directly with the Australian Bitumen (SLT) Senior Leadership Team to develop and execute a strategic vision, objectives and improvement plans for HSSEQ within the Australian business, aligned to local business objectives and global strategies to mitigate HSSE risk, optimise worker health and safety, protect asset and personal security, reduce environment and community impact, and foster a positive HSSE culture.

This role also provides strategic and technical HSSE advice and support to our Site Operational Teams, Supervisors, and Employees, delivering initiatives that continually improve our culture and performance in line with the Puma Energy Global HSSE Vision and Strategy.

KEY RESPONSIBILITIES :

  • Drive a high-performing Health, Safety, Security, and Environment (HSSE) culture that promotes accountability and employee advocacy through effective leadership and people engagement strategies.
  • Lead the development, implementation and measurement of the Australian Bitumen HSSE strategies and initiatives that foster continual improvement in HSSE performance and culture. Coach and influence business leaders on HSSE issues and initiatives and drive consistency in implementing the Puma Energy HSSE Vision, Strategy, Management Systems, Governance, and Assurance Programs.
  • Manage HSSE compliance and regulatory issues across the country in a way that is consistent with Puma Energy policies and operational requirements. Identify, develop and monitor strategies to manage emerging issues and risks relevant to HSSE management to ensure business preparedness and continuity. Liaise directly with external contractors, customers and stakeholders, including Regulatory Authorities and Agencies.
  • Proactively monitor and analyse HSSE performance data and trends and initiate continuous improvement opportunities nationwide. This includes but is not limited to Risk Management, Incidents and Investigations, Human and Organisational Performance, Culture and Behaviour, Change Management, HSSE Audit and Assurance Programs, HSSE Learning and Development Programs, Contractor Management, Permit to Work (PTW), Road Transport, Environment and Community Impacts, HSSE Hazards, Near Miss, Occupational Health and Hygiene and HSSE Governance.
  • Ensure a Training Needs Analysis (TNA) is developed, implemented, and maintained for all sites and support Operational Management in delivering compliance with the plan. Provide training and coaching on interpreting and applying the Puma Energy HSSE Management System. Support the Global HSSE Strategy in identifying HSSE opportunities and provide input into global training programs.
  • Support and guide Operational Management and the Australian Bitumen (SLT) Senior Leadership Team in investigating injuries, incidents, near misses, breaches, or other events.
  • Conduct local-level monitoring and measurement activities as necessary to identify areas of non-compliance with the implementation and effectiveness of the Bitumen Australia and Global HSSE Management System. Work with Operational Management and the Australian Bitumen (SLT) Senior Leadership Team to incorporate these improvement opportunities into short—and long-term business planning.
  • Identify and oversee site and country annual business plans, aligning them with the Regional HSSE Strategy and improvement initiatives. Assist in developing and negotiating country annual plans and budgets for mitigating and managing HSSE risks.
  • Prepare reports and presentations, including recommendations that contribute to ongoing improvement activities, country crisis management and business continuity plans. Assist in developing strategic reporting to ensure the country leadership team and business leaders understand current and emerging HSSE risk trends within the country.
  • Actively participate as a Regional HSSE leadership team member and work collaboratively with the broader HSSE Group.
  • SKILLS & COMPETENCIES :

    Qualifications :

  • Tertiary qualifications in Occupational Health and Safety or similar. University degree bachelor or post-graduate qualifications preferred. Certificate IV in Training and Assessment preferred.
  • Experience, Skills & Competencies :

  • Minimum 7 years’ experience in heavy industries (e.g., Oil & Gas, Mining, Construction, Manufacturing);
  • Detailed knowledge of HSE-related legislation, industry standards and management system standards (ISO 45001, ISO 45003, ISO 14001, and ISO 9001);
  • Industry experience working with Dangerous Goods Storage & Handling, and applying AS1940 – Storage & Handling of flammable and combustible goods;
  • Experience in conducting incident investigations and root cause analysis;
  • Experience in emergency response planning and facilitating mock drills;
  • Strong leadership capabilities and a collaborative style that can manage and influence a variety of country stakeholders, including senior management;
  • Evaluates options and makes recommendations underpinned by an understanding of country compliance obligations;
  • Results-oriented individual with the ability to effectively manage multiple priorities and timelines;
  • Excellent written and communication skills, including liaising effectively with employees, contractors, management and stakeholders;
  • Ability to work effectively and collaboratively with others, including legislators, external auditors and accreditation bodies;
  • Ability to exercise sound judgement in the interpretation and analysis of HSSE legislation and audit criteria;
  • High level of interpersonal skills, including strong teamwork, negotiating and influencing skills;
  • Ability to work both autonomously and in a close team environment;
  • Advanced Word, Excel, PowerPoint and report writing skills;
  • Valid driver’s licence;
  • Ability to undertake regular domestic travel (up to 70%) across Puma’s Australian operating sites.
  • Desirable :

  • Experience in Laboratory Health & Safety Management Systems
  • Experience supporting workers' compensation claims management and return to work management.
