The Project HSE Manager is responsible for the effective implementation and oversight of Health, Safety, and Environmental management systems on Oil & Gas project sites. This role ensures compliance with corporate policies, industry regulations, and local legislation while promoting a strong safety culture, mitigating risks, and supporting sustainable operations throughout the project lifecycle.
Key Responsibilities
- Develop and implement project-specific HSE plans in line with company standards, client requirements, and regulatory frameworks. Ensure plans are integrated into daily project execution activities.
- Monitor and ensure compliance with all applicable local and international HSE laws, environmental regulations, and industry standards relevant to oil and gas operations.
- Lead hazard identification and risk assessments (HIRA), Job Safety Analysis (JSA), and the development of risk control measures to maintain a safe working environment.
- Oversee incident investigations, root cause analysis, and reporting. Implement corrective actions and lessons learned to prevent recurrence.
- Manage the implementation and regular testing of Emergency Response Plans (ERP). Coordinate with local authorities and internal crisis management teams (e.g. Local Crisis Unit).
- Conduct regular site inspections, internal audits, and HSE performance reviews. Ensure timely closure of non-conformities and compliance gaps.
- Organize and deliver HSE inductions, toolbox talks, and specialized training sessions to enhance worker awareness and competence.
- Act as the main HSE point of contact for project stakeholders, including clients, subcontractors, and regulatory agencies. Facilitate transparent communication on safety performance and initiatives.
- Collect, analyze, and report HSE performance data (KPIs, incident trends, environmental impact, etc.) to project and corporate leadership.
- Ensure environmentally responsible practices on-site. Support sustainability initiatives in alignment with corporate and project goals, including waste reduction and emissions control.
- Ensure qualified HSE professionals and support staff are assigned across work fronts and subcontractors. Oversee competence assessment and resource planning.
Qualifications & Experience
Bachelor's degree in Engineering, Environmental Science, Occupational Health & Safety, or a related discipline.Minimum 8–10 years of HSE experience in the Oil & Gas sector, including major EPC or construction projects.In-depth knowledge of international HSE standards and certifications (e.g., ISO 14001, ISO 45001, OHSAS 18001).Strong experience in risk management, emergency response planning, and regulatory compliance.Certification in NEBOSH, IOSH, or equivalent is highly preferred.Key Competencies
