Submission review begins on July 2, 2025.Position PurposeThe Manager of Transportation is a professional leadership role responsible for regional transportation services, reporting to the Senior Manager of Regional Planning. This position will lead the planning, development and implementation of regional transportation programs and initiatives that support the CRD's goal of providing residents with convenient, green, and affordable multi-modal transportation options. The role will also be responsible for the management of regional trails, including strategic and capital project planning, asset management and the oversight of operations and management.Key Accountabilities / Position Outcomes Provides senior level expertise and leadership in the development and implementation of strategic transportation plans and processes, including the Regional Transportation Plan (RTP), aligning with the CRD?s goals of sustainability, mobility, and regional growth. Leads the design and development of new transportation programs, policies, and initiatives. Applies subject matter expertise and best practice to create innovative solutions and enhance transportation services. Uses diplomacy and strong communication, presentation and relationships building skills to create and maintain collaboration with senior external stakeholders, including the Ministry of Transportation and Transit (MOTT), BC Transit, and local municipalities. Oversee the management of the regional trail network, including regional trail planning, policy development, and infrastructure and land tenure management. Guides capital planning and ensures the effective operation and maintenance of regional trails. Develops, prioritizes and manages transportation projects, including funding applications, consultant and contractor oversight, budgeting, timelines, and deliverables to ensure successful outcomes. Uses leadership, coaching and management skills to create a highly engaged team of professional and technical staff to ensure division goals and objectives are achieved. Support ongoing staff development to ensure that the team remains responsive to current transportation challenges while preparing for future needs. Provide verbal and written advice to senior management, Board Committees, and the CRD Board on key transportation issues, policies, and initiatives. Lead the preparation of detailed reports and presentations that inform decision-making and strategy. Perform other related duties as required, contributing to the overall success and sustainability of the CRD's transportation initiatives.Qualifications Degree in a related discipline A minimum of 8 years' directly related experience An equivalent combination of education and experienceCertificationsProfessional designation directly related to the roleValid BC Driver's LicenceRole Specific Knowledge, Skills, and Abilities Demonstrated experience in transportation planning and project management. Significant experience in collaborative teambuilding particularly in cross jurisdictional settings. Excellent project management skills. Ability to plan, organize and deliver multiple projects and assignments simultaneously and ensure successful implementation (on time and on budget). Ability to hire, administer, monitor and address the operations and performance of contractors and consultants. Demonstrated ability to understand and manage political issues and handle sensitive and confidential situations involving the exercise of tact, discretion, and judgement.
