About the roles

The National Firearms Register Program (NFR) is delivering the most significant reform to Australia’s firearms management in thirty years. The four-year Program will deliver the National Firearms Register by July 2028, through five streams of work, leading the technical uplift of Australia’s firearms management systems, improvements to data quality, reforms to legislation and policy reform, and support though change management and stakeholder engagement.

This fast-paced, complex reform program will be delivered through the National Firearms Register Program (NFR Program), which is led by ACIC on behalf of all partners.

We are expanding the delivery capacity of the team, to include dedicated sections with responsibility for governance, planning and assurance, risk and compliance, and a business support team.

The below roles will be offered as non-ongoing (specified-term) for a maximum period of 2 years and a merit pool will be created for any future ongoing vacancies that may arise.

Assistant Director, Secretariat Administration

As Assistant Director to manage the delivery of secretariat services to several high-level boards, including multi-jurisdictional and multi-agency committees.

Key responsibilities :

  • Secretariat for a number of senior and multi-jurisdictional boards and committees.
  • Development and coordination of targeted and effective board papers, briefs and reports.
  • Building trusted and effective relationships with internal and external stakeholders.
  • To succeed in this role, you will have demonstrated leadership and high-level secretariat skills, with an ability to work with a diverse range of stakeholders across various state, territory and Commonwealth government departments.

    Assistant Director, Program Planning and Assurance

    As Assistant Director, Program Planning and Assurance you will play a pivotal leadership role in supporting the successful delivery of the NFR program, through working with a diverse range of stakeholders across multiple government departments, and leading program planning, risk, compliance, assurance and resource management to manage the NFR’s program planning and assurance obligations.

    Key responsibilities :

  • Manage planning and scheduling for the Program, including working with partner agencies to identify and report on dependencies and risks to delivery.
  • Apply an experienced and contemporary approach to assurance and risk management, in line with existing frameworks.
  • Support high-performing teams, ensuring quality outcomes that are aligned to stakeholder and organisational needs.
  • Develop and maintain productive working relationships with key stakeholders including colleagues across the division, staff in the ACIC and partner agencies.
  • To succeed in this role, you will have exceptional leadership skills and proven program planning and assurance experience.

    Assistant Director, Risk and Compliance

    As Assistant Director, Risk and Compliance, you will work with a diverse range of stakeholders across various government departments to ensure that NFR risks are managed appropriately, effectively and in line with established frameworks. with strong leadership skills and proven risk and compliance management capability.

    Key responsibilities :

  • Work with partner agencies to identify and report on dependencies and risks to delivery.
  • Apply an experienced and contemporary approach to compliance and risk management, in line with existing frameworks.
  • Support the development of the NFR’s future state risk, compliance, assurance and resourcing arrangements and apply an experienced and contemporary approach to assurance and risk management, in line with existing frameworks.
  • Support high-performing teams, ensuring quality outcomes that are aligned to stakeholder and organisational needs.
  • Develop and maintain productive working relationships with key stakeholders including colleagues across the division, staff in the ACIC and partner agencies.
  • To succeed in this role, you will have strong leadership skills and a proven risk and compliance management capability.

    Assistant Director, Business Support

    As Assistant Director, Business Support you will manage a small business support unit and be an essential part of a high performing program team, supporting the NFR Program to achieve its delivery objectives.

    Key responsibilities :

  • Coordinate all business administration activities.
  • Manage finance and associated reporting for the NFR Program.
  • Manage procurement, Freedom of Information coordination and information management.
  • Support NFR recruitment and contract management.
  • Work with partner agencies to identify and report on dependencies and risks to delivery.
  • Support high-performing teams, ensuring quality outcomes that are aligned to stakeholder and organisational needs.
  • Develop and maintain productive working relationships with key stakeholders including colleagues across the division, staff in the ACIC and partner agencies.
  • To succeed in this role, you will have proven experience in providing high-quality business support to a senior leader, program or branch and have the ability to demonstrate your administration, finance and procurement skills to support the operation of the NFR Program.

    Our ideal candidates

    These roles require individuals who can demonstrate :

  • Strategic Leadership and Vision – Managing a large team of technical specialists, you will lead the delivery of the NFR Program’s technical uplift, data quality and change streams across various Commonwealth, state and territory government agencies
  • Stakeholder Engagement - Build and maintain trusted relationships with internal and external stakeholders, including senior government officials across Commonwealth agencies and state and territory governments.
  • Communication – Exceptional and proven senior communication skills.
  • In addition, you will demonstrate the following skills, experience and attributes :

  • At least five years of senior experience in program management, with a significant portion in the public sector. EL1 experience is an advantage.
  • The ability to navigate political and bureaucratic landscapes effectively as a senior leader.
  • Proven ability to support the delivery of a complex regulatory reform, with multiple stakeholders in a public sector context, through best-practice program management disciplines.
  • Excellent stakeholder engagement, negotiation, liaise effectively with Senior Executive officers to reach an agreement on complex matters.
  • Resilience, commitment to delivery and quality, sound judgement and the ability to solve problems quickly and effectively.
  • Strategic thinking with excellent analytical and planning skills.
  • Exceptional and proven verbal and written communication skills, with the ability to articulate and present complex concepts to a diverse audience, including ministerial and Cabinet submissions.
  • Eligibility

  • Citizenship – To be eligible for employment with the ACIC, applicants must be an Australian citizen.
  • Security Clearance - The Australian community expects ACIC employees to maintain the highest levels of security and integrity. Successful applicants will be required to obtain and maintain a minimum Negative Vetting 1 security clearance.
