Who we are

The Property Services Branch is responsible for enhancing the department’s business capability through the effective management of the department’s property portfolio, property enabling functions, emergency management, as well as a range of corporate site services and commercial contracts nationally.

The Assistant Director of Property Services – Post Entry Quarantine (PEQ) is responsible for managing the delivery of critical preventative and reactive maintenance activities and capital works at the department’s Post Entry Quarantine site at Mickleham, Victoria. The facility is a key asset for the department and facilitates the post-arrival quarantine of high-risk imports such as horses, avian, plants, cats and dogs. The role requires significant engagement and collaboration with stakeholders, including staff, the landlord, and industry. The preferred candidate will have experience in property and facilities management, with strong stakeholder engagement skills.

The Job

The duties of the role include, but are not limited to :

  • Managing delivery of the PEQ’s facilities management services, ensuring safety, compliance and biocontainment.
  • Working in collaboration with the department’s Property Service Provider on the development and delivery of preventative maintenance activities.
  • Managing the delivery of PEQ capital and sustainability works within time, budget and stakeholder requirements.
  • Engaging and collaborating with key stakeholders to identify opportunities, achieve outcomes and facilitate cooperation.
  • Maintaining processes, governance, records management and contributing to continual improvement.
  • Contributing to the identification, development and implementation of opportunities to improve business management practices and processes at the PEQ.
  • Providing issue resolution and communication for internal and external stakeholders and escalating issues that have a wider impact on staff or business continuity.
  • Contributing to the ongoing management of property and sustainability data as it relates to the PEQ.
  • Providing leadership to PEQ Property Services staff, including coaching, capability development and problem solving.
  • Providing strategic advice and assistance to Senior Executives and stakeholders on relevant legislation, risk management and financial management relevant to the PEQ.
  • Contributing to the strategic direction and forward planning of the Property Services Branch, including delivery against annual branch plans in alignment with broader organisational objectives.
  • Communicating and making balanced decisions using professional judgement, evaluating available information, factoring in risks and being sensitive to the context.

EL 1 - $124,861 - $134,295 per annum plus superannuation

Please note that the merit pool established through this selection process, which is valid for a period of eighteen months from the date the vacancy was advertised in the Public Service Gazette, may also be used to fill future ongoing vacancies in the branch where the duties are of a similar nature.

What are we looking for

Knowledge and experience

  • Experience with the Public Governance, Performance and Accountability Act 2013 and associated rules.
  • Experience with the Commonwealth Property Management Framework.
  • Knowledge of APS Net Zero in Government Operations Strategy 2030.
  • Experience with legislation and industry standards relating to property, particularly the National Construction Code and relevant Australian Standards.
  • Knowledge of client-side facilities and project management, working collaboratively through Property Service Provider arrangements.
