Overview
Optus is an Australian telecommunications company, delivering more than 11 million services to our customers every day across mobile, broadband and digital solutions.
The Regulatory Advisor will represent Optus at various government agencies, law firms, jurisdictions (Federal, State and Local authorities), TIO, committees, utilities with which Optus must secure access rights for its cable assets. Further you will be required to undertake environmental due diligence and obtain approvals in supporting its network deployment and maintenance activities.
The position may, as the need arises, be required to participate in the development of codes of practice and prepare submissions to various jurisdictions that ensure the interests of Optus are appropriately recognised and protected. You will be required to also travel in relation to the projects.
Responsibilities
- Ensure Land Access processes that are part of the end-to-end delivery of all Fibre Orders across the business are met
- Ensure regulatory (environmental approvals) have been considered and that the fibre installations are legally permitted
- Ensure agreements / licences provide suitable tenure and “right to occupancy” for Optus to use identified sites, land and facilities negotiated with public and private landowners, Councils and other public authorities, utilities and carriers
- Develop and implement opportunities to improve agreements / licence execution throughput and process flow, while continually seeking to review and update processes
- Provide advice relating to land access matters, with reference to the Telecommunications Act 1997 (Cth)., while proactively attending to compliance matters such as objections, complaints and enquiries in relation to same
- Implement, maintain and monitor an Environmental Management System (EMS)
- Maintain Monthly / Quarterly reporting of activities and initiatives.
Qualifications
Tertiary qualifications in either Environmental management or Property managementExperience dealing with property matters relating to leasing and objections to LAANs issued would be highly advantageousPrior experience supporting rollouts of infrastructure, (e.g. Telstra, NBN) and / or Property Management experienceExposure to working commercially within a regulated framework, preferably with experience in working with different levels of jurisdiction (Commonwealth, State and others).A broad understanding of environmental planning processes nationally.An understanding of telco construction works.Perks
