The Capability, Planning & Change Branch is the centre of capability identification, acquisition, mobilisation and development in the department and supports the department to achieve its complex agenda through a highly capable, diverse and inclusive workforce. We provide valuable support and guidance to business areas through our closely connected sections : Recruitment, Entry Level Programs, Diversity & Inclusion, Learning & Development, Workforce Organisation Design & Analytics, Culture & Change and Talent & Capability.
The Workforce Organisation Design and Analytics Section is comprised of two sub-sections :
Establishment and Organisation Design. This team is responsible for the management of the department's organisational structure and position management within the Human Resource Management Information System (HRMIS), shaping the way the department is structured and operates.Workforce Reporting and Analytics. This team is responsible for ensuring the department is well placed to meet its future challenges through timely and relevant people metrics reports, analysis and briefings.The JobsAs a Human Resource Advisor - Establishment and Organisation Design you will, under limited supervision, undertake routine and general establishment, position management and work value assessments for the department. Specific duties include :
assisting with the resolution of a broad range of issues that impact on the organisational structure (and the positions in the structure) within the department's HRMIS - these will range from minor (i.e. incorrect reporting line) to complex, departmental-wide problems (ie restructure of the entire departmental organisational structure)testing of system changes / enhancements in conjunction with relevant stakeholdersresearching and contributing to the provision of advice and guidance on the development of work value assessments and reviewing associated documentationcontributing to the facilitation of work value assessments and providing recommendations on the appropriate classification of positionsinvestigating possible methods to improve and / or increase automation of reporting processesengaging and communicating with stakeholders to identify, respond to and provide advice on issues to achieve section outcomesensuring data accuracy by following departmental proceduresmanaging requests received in the team mailbox and prioritising accordingly.Please notethat this recruitment process will be used to fill the current ongoing vacancy of Human Resource Advisor - Establishment and Organisation Design but may also be used to fill future ongoing and non-ongoing positions in the section where the duties are of a similar nature. If an offer of non-ongoing employment is made, the successful applicant would be employed for an initial period of up to twelve months with the possibility of extension up to a maximum period of three years in total. The merit pool established through this selection process is valid for a period of eighteen months from the date the vacancy was advertised in the Public Service Gazette.What we are looking forKnowledge and experienceDemonstrated experience with Microsoft Excel and formulas, pivot tables and data manipulation and report preparation.A working knowledge of HRMIS systems (Aurion or SAP is desirable) and an understanding of HR processes (i.e. establishments, payroll, recruitment) and the linkages / dependencies between these work areas.Demonstrated experience using HR systems to extract, analyse and visualise workforce data to influence and support decision making.For additional information, please read the Job Description below.
